Business Meeting

MAY 9, 2012 - 11:00 a.m. - 2:00 p.m.

At the Annual Business Meeting, held in May of each year, Forum members attend to the business affairs of the organization.
Before the meeting, there is time for socializing and lunch, The business meeting starts after lunch.

• The Chairperson reports on Forum events of the past year.
• The Secretary-Treasurer presents the financial report.
• The members adopt a budget for the following fiscal year.
• The members elect 5 Directors to serve 3-year terms. Any member
interested in serving as a Director is encouraged to contact the Nominating

• The members conduct other official business as needed.

AB 341/Mandatory Commercial Recycling Program – Three Perspectives

AB 341 requires all businesses, large apartment/condo complexes, and public entities to recycle beginning July 1, 2012.  Additionally, each jurisdiction is required to establish an accompanying public education, outreach and monitoring program to ensure compliance.  Our Annual Business Meeting will present perspectives from three different entities (County, City, and private) on their plans to implement mandatory multifamily and commercial recycling programs.  Attend the meeting and learn about what others are doing to comply.  You don’t have to reinvent the wheel.

Speaker Bios:

Isabel Rios, OC Waste & Recycling

Isabel Rios is the Manager of Recycling and Environmental Programs with OC Waste & Recycling.  She has over 23 years of extensive municipality experience related to solid waste and environmental efforts.  Isabel’s overall responsibilities in the County include management of the recycling and diversion programs and compliance for the County’s nine unincorporated areas.  She manages the County’s regional environmental programs funded through County’s AB 939 Self-haul Surcharge.

She generously donates her expertise and time, organizing and coordinating community cleanup events.  Her passion is Golf, with a personal goal of reducing her handicap to 10!

Howard Morris, City of Pomona

  • Has MS degree in Public Administration, and Ph.D. in Government

Dissertation: “Managing Groundwater Protection”

  • He is Trash & Recycling Manager for the City of Pomona for the last 11 years
  • He was Trash & Recycling Superintendent for the City of Bakersfield for 5 years
  • He managed up to 65,000 residential accounts, and up to 4000 commercial collection accounts
  • He managed a 100,000 TPY, 97-acre green waste composting facility
  • He managed a household hazardous waste facility for the City of Upland for 5 years
  • He has written solid waste facility permits for several waste management facilities

Nenad Trifunovic, General Counsel, Allan Company

Mr. Trifunovic was very involved in the drafting of AB341 and worked closely with our operations/marketing staff and can speak on both the legislation and operations side.
